if the writer had read his own newspaper a few weeks ago their was a great article from an L.A. attorney explaining how in our system of federalism States are absolutely within their rights to purge prohibition from their own State laws. her example was alcohol prohibition. NY State ended in 10 years before the feds, California followed suite nine years later, one year before the end of federal alcohol prohibition. it is how policy is made in our the U.S. California is not "thumbing its nose at the feds" :hippy:

the other complaint was about the county level authority. again I say look at alchohol. this is precisely how it was ended. the authority was given to the counties to decide. it is a proven mechanism that will work. those that fear it seemed to want a global one size fits all top down mandate. that strikes me as communist. :jointsmile: power to the people.
