It's an interesting theory, but I think It's giving law enforcement way too much credit for concocting such an elaborate scheme. It's much more likely that this is exactly what it appears to be; A well meaning program with a terribly flawed system of distribution to the patients. I know that the GOV has requested Dr Vigil et al to approve as many apps as possible before the Nov. elections.The upcoming meeting in SF will be an opportunity to make your voice heard.
Those of you with "skills"...Reach out to those who need help the most. Wether their problems are physical emotional or financial. Use some of your expertise to lend a hand to those less fortunate. Share your knowlege. Teach somebody to grow. Help them dig holes. Do whatever you can to help provide medicine to your fellow patients because unless they get off the dime and take positive action, we'll be in this situation for a long time.
Also would you really want the state providing your medicine?
