Depends on where you live on when you can put them out. It's flowering time right now, so if you put a plant outside, it will go into flower and not grow all that much. Certainly if you went from seed right now, you would end up with a very small plant, depending again on where you live and how quickly your frost/cold will be coming.
I would not suggest putting plants out now because it will be sort of a wasted effort. You need to either go the inside route, or wait until next year. If you wait, just start your seeds a month or so before the last frost time frame in your area.

Lastly, I completely agree with Bob... Growing takes a lot of knowledge, you need to read A LOT before you jump in. Buy a book at a head shop or something, look around this site and others, just read read read. Good luck.
