Nah...in order to put out a RF signal (aka a radio and tv signal) you would need first a RF transmitter and secondly an RF antenna. You have neither inside your ballast my friend. It's possible the digital ballast might put out some sort of interference as all electronic devices can and do emit radiation. This is why everything has those FCC stickers on them, at least in the US, and why those little magnets are covered on all our electrical cords these days. These tricks help ensure that whatever bleed off signals that might be escaping your devices wont interfere with your other devices or someone else's devices. However, unless there is a ton of power going to the device, it wont have a ton of escaping RF. At best you might could pick up distortion or something a few inches away from the device, but I bet their shielded pretty well to prevent such things.

Heat would be the easiest way to detect you my friend...all that is necessary there is a Fleer camera attached to that police helicopter that keeps causally flying real low to your house. All I would need to do there is look for large hot spots. bah...does anyone even look for growers anymore?

California just passed the "we dont give a shit, we's gonna smoke it anyway" law just last week. Arnold decided that even if Prop 19 wasn't going to pass he was going to decriminalize anyway.
