1st time grower.

I am growing a grand daddy purp clone in my closet and had a few questions.
1. my plant is 3 weeks old and is very bushy but only about 8-9 inches tall. is it going to be a tall plant or is it gunna stay short and when do i know to change from a 18 hour light cycle to a 12? need some help still very new.
