Back to flowering!!! HELP!

My plants are showing signs of going back to vegging. My next door neighbor installed some outside flood lights in the last two weeks( I didnt notice the first two weeks)and now im seeing new growth and my buds sprouted new white picels while 50% have aleready turned brown. What should i do with them? this is the second time this year they started flowering and went back to vegging. Needing some help!!

Most of my experience is with flowering perrenials and with regular flowers, I would pinch back some of the mature flowers and that encourages the plant to put out more bloom growth. Of course if your buds are immature, you might feel that this is slightly sacrificial, which it is, but it sure wakes up the plant which then feels it better mature with blossoms and possibly seeds rather than grow new leaves.

Anyone else?
