I travel for business, I may go to a country where doing drugs are legal. That being said, suppose I was on probation, or tested for drugs at work, even if I did not do drugs in this country, how can they hold that against you?

Most states have no laws about employers, so that is null, but if I am on a program or some probation (not that I am) but how can it violate the probation if I was in a place where it was legal to smoke?
