I agree. But I think their intent was to allow for a perpetual harvest, at one plant per month if a patient opted to grow their own. Overage is the part that they are trying to avoid.

Maybe run your plants in stages instead of all at once...

You should be able to spread out your harvests like this without going over your plant count or have excess finished meds that way. And you are pulling a full plant down every 3 weeks.
Just keep the clones in 18-24 hour light so they don't flower before you are ready.

Even though I'm covered, I'm really outside and the correct lighting only comes around once a year. I suppose I could do auto flower that way, but I think the winter would still be tough, and that doesnt address the current crop.
The thought of keeping 2 oz's and destroying 2 lbs is painful indeed.
I've thought of kind of a perpetual haarvest, but wonder how feasable it would be to just harvest as needed. Wonder how that would effect the quality?

The solution seems fairly simple... just hash it. And don't waste time with big yielders, like doing bubble bags. Or even something dangerous, like butane. I'd get some sieves and do some really fine, old school hash.
