I agree. But I think their intent was to allow for a perpetual harvest, at one plant per month if a patient opted to grow their own. Overage is the part that they are trying to avoid.

So with the current laws, it is either harvest smaller quantities frequently, have a caregiver that does, buy from a dispensary, or buy black market.

Nobody said it doesn't suck, but there are workable options.
