I thought it is now illegal for MMC's to buy extra medicine from the public ? Doesn't 1284 require them to buy only from other MMC's ?

I ask because I was looking around on Craigs list and found the following add:

"we are looking for a pound asap we have got $4,000 cash for the pound if its high quality be legal we need this toaday were running low on meds have your paper work ready to prove your legal please we dont break the law"
