No single light can do all of those things, as flowering plants need a different light cycle than clones, and for the most part seedlings. You can start seeds in a flowering environment, but most experts would recommend a vegetative state for at least a few weeks.
Theoretically it is possible to clone a flowering plant probably best in the early stages of flowering, but the grow area would need to bee cool temperatures, you would need a little less light, perhaps under the canopy of other plants, and quite frankly it's just not going to happen even for an expert.
