Help indentify these worms, grubs, or larvae!!! Pics included

After 3 or 4 days of not checking in with my little girl. Upon inspection i found this one bud site that i first thought had experienced some type of rot actually was being eaten by very very small almost clear greenish worms or larvae.... something!!! I tried to get the most clear and close shot that I could and have highlighted them. I picked the one bud sight and they only seemed to be on that one specific sight. there are a few leaves close to it that seemed to get gnawed on a little but I inspected the entire plant and all bud sights and could not find any more but am concerend that there may be a few or alot more that have yet to hatch.

(they kind of look like maggots to me)

Try looking for a Pug Called Thrips it might be them
