those lights are too weak to handle a plant 1.5ft veg tall. you will get bud but fluffy bud and little with lots of stretch. mylar will help reflect light to some degree. bounced off light off mylar is pretty weak. with flouro tubes i would flower early. and since you have pre-flowers you know you have a female i would throw it into flower. you will get nicer looking buds for the lights you have.
