Save my poor seedling!
My seedling is probably about a week old going from the time I began germinating; so 4 days in soil. Today I woke up an noticed one of the leaves drooping a bit; when I came home tonight I noticed both leaves were drooping badly.
I could really use any advice or instructions you can give me, this is my first grow.
I will attach some pictures. (these are from earlier today, it has gotten worse)

Save my poor seedling!
4 days is not much time...no need to panic ..yet. It's only the cotyledons showing......they will die off, when the true leaves appear.

most CFL's... or fluorescent tubes..(I recommend these for vegging) produce almost no heat. A 6500k (Kelvin temp) tube can be within two inches of the top leaves.
you have no leaves yet...but, you need to watch the temps & humidity...78 degrees and 50% humidity is perfect...

Your using a piece of shit for a ph meter. All in ones (light/moisture/ph) are ment for outdoor gardens which are unaccurate.

Alright guys. it has been almost two days and I am not sure we are looking any better. Attached is a picture I just took. There still are not any true leaves and I am beginning to worry.
EDIT: Temperature is sitting at 76 degrees Fahrenheit and relative humidity was 36 percent.

Save my poor seedling!
Just attempted a transplant. the cotyledons looked as if they were going to fall off; but the top of the seedling is still green!
I transferred my plant to a 4"x4" ceramic pot with draining tray. I filled 1-1.5" of the pot with Mosser Lee River Rock for good drainage and the rest with an all organic growing mix soil consisting of Canadian sphagnum peat moss, volcanic Perlite, Natural Dolomite lime, and a natural organic fertilizer.
I think I over watered my last soil to the point where it was so compact that either my roots were completely flooded or constricted.
When I transplanted it i noticed there was barely a root system formed besides the initial one from germination. It doesn't look dead yet and I am going to keep trying to salvage this plant.
