This has more to do with logic and timing, than equipment...

I think the key for running 30 plants will end up being a continuous grow of sorts. To prevent excess meds from building up at a once a month or every two month chop, you have to harvest fewer at shorter intervals.

If you can have 15 in flower you would probably want to cut 2 plants every 2 weeks or so. We did something similar when we had fewer patients. Soil, this would be easier, hydro more difficult. The ability to vary nutes and flush would be the issue there.

Don't keep mothers, and cut clones back when you move to 12/12.
You can get bonus 12/12 time by moving plants in a week to 10 days before you chop. The plants take that long to become "flowering" if you care about the veg/flower ratio.

You can also get a few days bonus when you cut clones back. Un rooted cuttings are cuttings, not plants. [I did the research there but don't be a fool and glean legal advice from the internets.] You may survive court, but it may end up taking you there because leo sees them looking like plants and wants to pad their huge "bust".

But yeah, in a home grow you could easily use CFL's or T8's for veg. You don't want them huge anyways. I have 12 3' S.A.G.Es veging under 2 4way CFLs.[ Just get 3 two way bulb adapters and put them together to make a 4 way.] They make almost as much light as the 4' 4 bulb T5's I have.

Build a clone machine out of a 5 gal bucket, pump and 1 on /4 off cycle timer so you don't heat up the res. You only will need to clone 2 or 3 at a time.
