starting an edible bakery

ok so here it goes,
so im tarting a family owned edible bakery,except no one here can point me in the right direction to get started. i contacted Norml and they stated that i just need to talk with a lawyer and to belong to a co op or collective. been told i need to contact the FDA as well. not sure what to believe or even to how to go about starting the process to become legit. i mean we have great edibles and products, just need to get legal...... any help would be awesome THANKS!~!!!!!!!
