Ocotillo, what you had was most likely cyanobacteria. It is mistaken for algea but is not green more gray brown slime, snot. Chlorine will not kill it. A product called Physan 20 is he only thing to do the job. Once in a system cyanobacteria causes a biofilm that never goes away. Cyanobacteria is everwhere and there are good cyano and bad cyano. The good keeps the bad in check most of the time. It does not need light to grow only nutes and the right temp. Once on the roots it's suffacates them and looks like root rot and then is root rot.
ECOBANE, what stands out to me is this line.
21) What are the temps and humidity levels while lights are on? ...With lights off?on 82 58% off 70 68%
That temp swing will cause many problems with algea and cyanobacteria.
However with a tap water of 270 I would think there would be enough chlorine to kill algea.

No worries, it's all good especially since your back on track.
Anyone who tells you they've not been frustrated on more than just their first grow is...... Well, lets just say their less than honest. All that matters now is you stuck with it, figured it out and fixed it.
Believe me, once your first grow is done you won't believe it compared to the "god knows what" crap we used to smoke. Some of those "commercial" crops are nasty harsh and weak.
Keep Growin'!!!!
