Hiya mate
Yes your gonna need heating. You dont want more than a 10 degree differnce between your day and night temps. Ideal day time temp around 24 degrees celsius so no lower than around 14 at night. A grow room which is insulated is alot easier to controll temperature wise, pop down to your local hardware store and pick up some sheet insulation and kit out your basement with this including the floor, a thermostatic heater for the grow room is a good idea plus you can get an aquarium heater for your nute tank, what setup you gonna use?.
