dark brown and purple top leaves and stunted bud growth

hi can anyone shine any light on my problem for me ? Im 4 weeks into flowering and all my top leaves are curling and going dark brown and purple and my buds have just halted. Can anyone pls give me a bit of info to whats going on

Is this soil or hydro and can you post some pics.
