sorry to be stupid...but what exactly is 4/20?we kind of have a vague idea but wanna know for definate!!

Unfortunately, on 4/21 the day after 4/20 at 9am, I am told to take a college admission test as required when I registered for my local community college. My question is, say if I get blazed all day on 4.20 after school, when any lingering hangover effects take place the next day on 4/21 when my test is required?
