My plants buds arent filled out

HI guys im using a 1000w hps for flowering and my plant has been flowering for about 8 weeks now...for some reason the buds havent filled out much at all....I can see where there forming but they seem very scragly and loose too me... i have a fan for air and since there in the bathroom i use the exaust fan built in to the bathroom to remove and circulate the air.....i dont know whats wrong.... any advice or answers wwould be great....thanks

why the pest strips? white flies? that would be a major problem.
