It's thrips,... You can see one in the middle of the leaf in the 2nd pic, and there's thrip turds visible in the 3rd pic. Fox Farm "Dont Bug me" nocked the thrips out of my basil and rose in the front window.

If you're growing outdoors you will likely have problems keeping them from coming back as the adults have wings
