 Canada or Oxfordhey guys

long story short im a university student in melbourne australia, im going to be doing a foreign exchange program next year (im hoping for 6 months to a year) and ive got a few universities to choose from.

My university has given me a list of the other universities and colleges that i can apply for, im narrowing my search down to the following and just need some advice on the pot situation

Oxford, England... mostly coz i always wanted to go there, but does anyone know about the weed situation, is it easy to obtain and are the cops hard on it?

the other colleges are in canada, but my geog sucks so i dont really know where in canada they are, im looking to go somewhere in or near BC, and if there are any comments on the weed situation in canada, i know its got a semi legal status and i do like the idea of walking into a medical club and picking out strains i like, anyone know how hard it is to get a licence and if they allow non citizens to get them?
