I think what you say is possibly true. Rocky Flats closed twenty years ago when employee scrutiny was much more lax than today. A google search indicates that standards are more strict now in nuclear facilities, civilian and military.

...unless you're talking about the Rocky Flats Lounge, which was an ok place to get lit.
