    The usual recommendation it to keep it 2" from the plant, so less than that and you're asking for trouble. In saying that though. I've had a little trouble if I get water on the leaves, it seems to burn no probs then. I make sure the leaves are wiped clean now after watering.

    As close as you can get them. Flouros generally will not burn your plants. Assuming you're using a cool white bulb (or tube) you will have no problem. You want them just barely above the top, takes a lot of adjusting sometimes as they grow quickly. As for wiping down the leaves, I don't think I'd do that as the plant starts flowering, you really just want to leave them alone as much as you can. The less fussing you can do with the plant the better. the leaves will develope a somewhat fine "fuzz" you can see with a magnifying glass,(Probably better not to disturb a natural process). Also the leaves will start developing trichomes and you definately don't want to wipe these away!

    here's a couple pics showing clones growing into a double bank of 2 40w cool whites...as you can see there is no burning (but lights have been raised a couple inches since pic was taken this am)
