Just an idea, since I had a run in with this.

Making the boards read only to users that have not yet read to and agree to the rules of the forums. Users cannot make any posts unless they agree to and have read the forum rules.

This way there can never be any confusion to the rules or what is/isn't allowed to be said on the forums. For many, including myself this is an ongoing issue that the Mods have to address and correct. Instead of doing legwork on the forums, and keeping up with particular users, just ban on site at the first glimpse of a rule being broken, or have a system where users get a warning for a certain type of post, or a temp ban for another, and perm ban after so many offenses.

I use to own a web server and run a few sites. It is a fairly simple thing to do, just need to get the addon for it, I still have a vbulletin account, if you guys need anything let me know

I know I am on thin ice with most of the users here for C/P without giving credit, and for discussing non-allowed topics *which won't happen again* but I want to help in any way I can, I have all day at home on the computer, so this is usually what I do with all my time. I do work from home selling things on ebay so I am not a lowlife or a nobody, just got ideas that I need to vent out.
