Does anyone know how many dispensories will be lic. for yavapai county, specificly prescott,az?

I have several properties in the city that could be set up for selling and growing, over 40,000 sq feet.

Do I contact the health department for lic., I know I contact them for our restaurant lic. not sure aboujt this?
