uh, my impression is that even sending a marijuana leaf in the mail is against fed law. But hey, where in the hell can you order some unrooted clones? That must be some overnight shipping? I would give it a try, all they can do is take 'em and send me a note that I was receiving contraband in the mail so they intercpeted it and will destroy it unless I want to contest.....which of course I wouldn't.

NO as i read the law it is ok between licensed growers
