I have heard that they can and then they cannot offer clones. John Monad may have some insight to this. When we were up at NewMexicann back in May, I seem to recall Len telling him that there was an "issue" now and that clones were considered to be part of the plant count. Not sure where that stands currently.
SWOP mentions this on their website:
Q: Can I get Clones or seedlings from you?
A: Yes and No. Our strict adhesion to the 95-plant limit minimizes our ability to offer seedlings. Clones, are another thing all together. We are compiling a list of qualified patients who wish to receive clones - see the article in the next Newsletter called: SWOP Clone Exchange Program.
Sooooo....this is an excellent question and I will try to give SWOP and NewMexicann a call this week and see what they have to say.

There is nothing to indicate you cannot aquire clones from a producer, they simply don't have the inventory.
Same with product, all the law/act say is that you get it from within the state, not how.Get seeds, learn to garden and take control of your medication.

The real problem is the producers can only have 95 plants at one time. If they had 20 clones a month available to patients for sale it means they can only grow 75 plants for medicine.
The rules and regs need to be amended so the clones don't count in the total plant count.
Hopefully this will change soon.
