I just have noticed from experience, 24/7 until the 4-5th set of leaves then put them on 18/6 until you wanna sex them. You can keep them on 24/7 for veg but it's just not worth it IMO. I've actually seen a growth spurt after giving them a night cycle, they seem to always respond well to some rest time aka 18/6.

Yes i would get rid of that halogen light, produces way too much heat for what you want. Go with just CFL's and you won't be disapointed. For vegging shoot for 5000k or 6500k rated CFL's and 2700k for when you are ready to flower, which at this point, is a long way off.

Home Depot and Lowes sell 4 packs of CFL's for like 9 bucks i think, by far the best deal you'll get anywhere. Just make sure they are 5000k or 6500k or you could do both.
