16 lamps and that guy wants you to use a little corner of your garage..lol.
They have a film called C3 anti-detection film, use it. With that many lights I would be sure and wrap your space, including the ceiling with film like this in case they attempt to use an IR camera to detect your grow. Honestly though this way too many lights for a residence. If your seriously attempting to avoid detection, aren't you concerned about the nearly 10k watts your using on a hourly basis? I just read an article about a guy that had something like 10x1k lights in his space and the energy company reported him to the sheriffs office which got a warrant and arrested the man. The article went on and on about how the guy used up the equivalent of 25 homes worth of electricity even with the ac on, yada yada. The point is that the utility company can and will monitor your electricity usage and when you exceed the limit by x%, and who knows what that number will be, and they start asking questions. If your serious about using 10k watts, perhaps your best off to locate your grow outside the home in a barn or something. This way you can get a generator that will allow you to get off the grid. It would be way cheaper to run the lights on a generator then it would be to pay ur utility company. Otherwise I would consider a more industrial location off ur property where electricity usage of this kind isn't noticed. my two cents

SIXTEEN 600w LED panels?
Just take two large bedrooms, mount a panel on each wall and four on each ceiling.
Make sure the bedrooms are in separate houses.

600w LED panels worth their salt are going to run you about fifteen hundred bucks each, even in bulk quantities.

Logan I'm serious...you need a freaking bunker if you intend to grow that large. Your talking a serious operation with a lot to consider in terms of what to be on the look out for. If you do create a basement or something then you have to figure out how to get cooling and all that goes with that large of a space. Can we start with the floor space you are wanting to create. It's one thing if you want to purchase a bunch of lights for maximum effect, quite another if you want to use all those lights to cover as much space as you can. Some people here purchase 1000 watt lights as over kill on a 3x3' space, others can use the same light and cover 10x10 space. Make sense? So, if you have that many lights, are you indeed attempting to set up some sort of pharmacy grade operation or something? If that's the case then I wouldn't do it in my home, garage or anywhere with my name attached to it. This large of space has to be located in a area where cops don't look for that sort of thing. Keep in mind that even in the most legal state, federal law still prohibits growing and these days the cops usually only mess with the big guys.
A barn out in the middle of the country with c'3 film and a generator is likely to catch nobody's attention at all for years on end, especially if you locate the barn in such a way as that nobody really knows it's there. Do you have access to 10 to 25 acres in the middle of nowhere? If not, then perhaps an industrial space is more suitable. There are industrial parks all around the city that draw very little attention. These types of business tend to use a lot of electricity anyway so that likely wouldn't cause too much concern.
I would seriously consider a solution that uses a generator though. That will create noise and a demand for constant fueling which you will need to resolve. This would likely be your cheapest solution anyway since electricity prices aren't exactly cheap these days. I'd hate to look at your meter during the peak of your grow. At any rate, you need to consider all these factors when choosing a space.
How many plants are we talking anyway and have you considered all the legal issues with that number?
P.S. I suppose somebody needs to say it: none of this really matters anyway as I suspect the second you attempt to distribute that amount of weight, you name get's around as a supplier. You need to properly insulate yourself your this amount of product.
