Light pully question...please help

Hello Friends. I know this may seem a silly question, but I can not think of the type of system it is I'm looking for. I want to raise and lower my lights with some type of pully, or block and tackle, or whatever the hell it's called. I don't need a 2 ton come along, but whatever it's called, it will ratchet up and down, and stop moving when I let go of the rope or chain. Can anyone help me out with the name of this device? I spose a system that would raise and lower your blinds in your house would work, if it will support a 30 to 40 LB load.
