Light up the 600w and keep the cfl's on it, the more light the better. I don't know about your electric, but a 600w would only cost me $20 USD per month.

You can get a lot closer with those cfls if you keep a fan blowing over the top of the plants to keep them cool, I wouldn't go any closer than 20 cm with the 600w though. Use your cfls as supplemental lighting on the sides of your growroom when your plants get bigger so they get light all around, I think this would be more effective than putting lights on the floor.

If you can, put your plants outside for a couple hours of sunlight whenever possible, you'll notice a difference in growth between direct sunlight and artificial lighting. You're fine with just the cfls but like I said, once you see the difference in growth rates, you'll want as much light on them as you can get.

Also, your plants will droop a little after you water them, and seedlings are easily damaged. Bagseed is best to start with, SWIM killed half his plants on his first grow.

Are you using nutrients? Plants use up the nutes in potting soil at most in 3 weeks, unless you mixed in some time-release nutes. Whatever you do, start at 1/4 strength with nutes. That's all I can think of for now...
