Vigil needs to become a Doctor and worry more about the patients and let Law enforcement take care of the drugs on the street. If he thinks the Producer/Growers he approves are the type of people who will sell excess MMJ on the streets he should not approve them.
Vigil continues to prove to us that he is against the NM MCP.
