Since the federal government is the guardian (sic) of the interests of the sovereign tribes through the BIA, they subject the tribes to federal laws. Its not that the leaders are against it, its the pressure from the feds that causes the political climate. :wtf: The reservations that you mention would benefit greatly if it was allowed. :thumbsup:
