Just wondering if some well informed individual here can answer a quick question regarding HB1284. I should read the final version but after going through 49 pages I just do not have the heart to re read 70+ pages.

My question is this. Did they remove the non tax part of the bill? It was my understanding at one point it prohibited local municipalities from collecting sales tax on MMJ.

Collecting revenue would be a primary motivation for cities to allow the new medical marijuana centers so they probably removed that incentive. I guess I am wondering if I will continue to pay sales tax on my dispensary purchases after July 1?

Not from the version I read. It will be taxed--sales tax.

Ritter should put his John Henry on this mass of constitutional violation. Again it was Ritter that insisted that Cities could ban medical marijuana dispensories within them--stating that if that clause was not in the bill he would veto it.

427 law suits coming to the taxpayers of this state-which will cost this state millions of dollars to defend. The taxpaying citizens of this state deserve the governors signature on this bill--instead of the political back door route--for nothing more than personal political dodging.

If he had any sense he would veto this bill now.

well, Ritter is about to waste EVERYONE's money!

then the cops will hate him and the patients will too. at least he's putting his name on it so there is someone else to blame, and something to bring up as his failure as he goes for a payback seat in Washington.

It'll be us AND law enforcement against his post to some political soft-seat.

DENVER â?? Gov. Bill signed two medical-marijuana measures into law this morning, saying theyâ??d increase oversight by strengthening rules for dispensaries and physicians.

â??House Bill 1284 provides a regulatory framework for dispensaries, including giving local communities the ability to ban or place sensible and much-needed controls on the operation, location and ownership of these establishments,â?� Ritter said.

Portions of HB 1284, a licensing measure for medical-marijuana centers, take effect July 1. Other provisions in that bill take effect on July 1, 2011.

The second measure signed today, Senate Bill 109, â??will help prevent fraud and abuse,â?� Ritter said in a statement, but â??ensuring that physicians who authorize medical marijuana for their patients actually perform a physical exam.â?�

SB109, which took effect upon Ritterâ??s Monday signature, also prohibits physicians referring patients to the state medical-marijuana registry from having a Drug Enforcement Administration â??flagâ?� on their medical licenses. And it prohibits them from having a financial relationship with a dispensary.
