In a meeting with Mark from GM last Friday he informed me that he was informed by Rob or somebody that it was signed.

It had not been signed as of yesterday afternoon. You're right that towns and counties have been waiting on this, though. I expect every municipal and county government in the state will write or revise their regulations now that the legislature has given them some guidance.

thats what i heard.i think in colorado the people that voted it through has more power than ritter.atleast i believe it is written in somewhere that this is the case.

You can go here to see which bills Ritter signed:
Governor Bill Ritter, Jr. - State of Colorado
Then go to "Highlights" on the left and click on "Legislative Action."
It pops up in a separate window for me.
