There is a provision that if you have residency by Dec of last year and file by Dec of this year, you're fine.

Well in DEC of 08 I received my Colorado state drivers license and have my plates and registration in Colorado...does that mean I'm a resident now?

It does. From page 25 of the bill:

A PERSON WHO HAS NOT BEEN A RESIDENT OF COLORADO
5 FOR AT LEAST TWO YEARS PRIOR TO THE DATE OF THE PERSON'S
6 APPLICATION; EXCEPT THAT FOR A PERSON WHO SUBMITS AN APPLICATION
7 FOR LICENSURE PURSUANT TO THIS ARTICLE BY DECEMBER 15, 2010, THIS
8 REQUIREMENT SHALL NOT APPLY TO THAT PERSON IF THE PERSON WAS A
9 RESIDENT OF THE STATE OF COLORADO ON DECEMBER 15, 2009.
