For starters, why would you ask for help, and have us do all the work thread-hopping? These are your plants, perhaps you should put-out the effort and explain here.
My comments are strictly from the info you provided here.

.3) Reflector type? (cool tube set-up, bat wing, enclosed reflector, bare bulb...) =bare bulbs and mylar on walls
Inadequate light. Incandescents are no good for growing, nor are spot growlights. The throw out more heat than usable lumens. Fluoro tubes need to be within 2-4 inches to be effective. Ceiling light...?

.5) Do you have an exhaust fan and a circulation fan?= Exhaust yes, but cant run it and keep temps above low 60's and humidity's above 30% Circulation, not really, but the humidifier is blowing over her,... it's something at least.
There are minimum requirements to keeping cannabis happy and healthy. Fresh air supply (and the CO2 it contains) is a necessary component. Stagnant air chokes-off normal gas-air exchange.

11) Method of checking water ph. (ph pen, test strips, aquarium test kit...)= none
Ingoing water ph is ultra important. Acceptable range for peat-based mediums is between 6.3 and 6.8ish. There are already ph buffers in the soil, but you still need to keep the water within range. A freshwater aquarium ph test kit runs around $7.00, but if on city water, you might be able to find out online. (Google)

When do plan on feeding 'em?

Can you keep 'em outside till you correct these issues?

The rest really doesn't matter. You have fatal flaws that need immediate addressing. If you seriously want to grow cannabis, you must have proper lighting or keep 'em outdoors. You must properly feed 'em, or they die. You should read your ass off and follow a couple of growlogs and see if you can gain the basics. When not following growlogs, you should read the FAQ's section till you understand what they are talking about. Read till you can't think any more and your eyes are bleeding. It's a learning process, and nobody is going to do it for you...might as well start learnin.

Quick Tips: Ask questions if you need something explained. Also, asking here before any purchases is likely a good idea. Tiz real easy to buy unnecessary crap some salesman say's you need. When planning your next grow, keep in mind that the flowering process is a tad different than the growth stage. Different nutrients, different lighting needs, different additives...Try to understand what you are getting into before you get into it. Ruins the surprise, but it keeps the plants happy knowing you are edumicating yourself on their behalf.
