mechanism for caregivers to limit their patients

I thought they dropped the 16 patient limit and replaced it with 5 months ago. I didnt see anything in the bill about an exception in banned areas, did I miss something?

(6) Patient - primary caregiver relationship. (a) A PERSON
SHALL BE LISTED AS A PRIMARY CAREGIVER FOR NO MORE THAN FIVE
PATIENTS ON THE MEDICAL MARIJUANA PROGRAM REGISTRY AT ANY GIVEN
TIME; EXCEPT THAT THE STATE HEALTH AGENCY MAY ALLOW A PRIMARY
CAREGIVER TO SERVE MORE THAN FIVE PATIENTS IN EXCEPTIONAL
CIRCUMSTANCES. IN DETERMINING WHETHER EXCEPTIONAL
CIRCUMSTANCES EXIST, THE STATE HEALTH AGENCY MAY CONSIDER THE
PROXIMITY OF MEDICAL MARIJUANA CENTERS TO THE PATIENT. A
PRIMARY CAREGIVER SHALL MAINTAIN A LIST OF HIS OR HER PATIENTS
INCLUDING THE REGISTRY IDENTIFICATION CARD NUMBER OF EACH
PATIENT AT ALL TIMES.

For caregivers who are going to stay at or under the 5 patient limit... is there a way for them to be sure they are compliant? What if you had to let a few patients go, and they didn't re-up with another caregiver? Will the auditors with guns be showing up? Rating: 5
