If moving into a new house you just need to keep a steady draw... if you have a summer on record of low one summer then high the next you raise a flag... summer rates are typically higher because we cool with electric... some people are energy hogs with no grow so you see it would be tough to flag people who are just hogs,,, How would they tell the difference??? They can't...

My 52 inch plasma pulls about 550 watts, so I wouldn't be worried. We have 5 tvs in our house. Switch all your incandescent bulbs throughout the house to CFLs and you can almost make up for a little 600 watter right there.

1000 watts per taxed bedroom?
I pay .06 cents per 1000kw here. My complete grow which consists of a 1000w hps,2 4 foot T-5's, 10 cfl's for clones and 3 fans runs me about $40 a month. Which doubled my power bill. The power company did check out the increased power usuage, but they were only concerned I might have a faulty meter.

You can also just call the electric company and tell them you started an indoor garden and if they can give you a deal if you run your lights at night.

A great idea I once read is to call your power company and tell them you are interested in buying a big ass fish tank that uses a 1000w MH bulb. Ask them how much more it would cost per month and what not. Then they will be expecting a price jump in the wattage range you asked about.
