you can still stop 1284 - if you act RIGHT AWAY
Referendum Clause: A clause added to the end of a measure which causes the act to be referred to the people for their approval or rejection before it takes effect. The act then goes on the ballot for a vote at the next general election, unless the Legislative Assembly calls a special election for it.
