Plants are budding, but they don't seem to be getting any fatter? Do you have any bottom branches streching out?
How many hours of daylight do your girls get? When were they planted? This is what I think happened. You planted them and they started with less than 12 hours of light. They declared (budded) but the days keep getting longer. Soon your plants were getting more than 12 hours of light each day.
When a plant starts getting long days thet respond with vegeitative growth.
I have good news /bad news for you. Bad news is your plant has to go to October until harvest. Good news? Your plant is a girl. And it will get big if you want it to.

Sound like you inadvertantly did what I do every year. On purpose. Here's some free advice. Take anything that looks smokable. You are going to lose it anyway, as plant grows out of bud.
Leave at least 4 bottom branches. Then let them sky. Come October those branches will be trees. They won't be as tall as if you let it grow naturaly but you will get a better yield because each girl is now 4 trees. Remember, plants will need the space to grow into also because they will be bushes instead of trees
Good Luck
