Noobie quesion about lighting source for vegetative/flowering

A comparison of power consumption for equivalent growth capability of LED vs. HSP/MV:
* 90 Watt LED ~ 225 Watt HPS/MV
* 120 Watt LED ~ 400 Watt HPS/MV
* 300 Watt LED ~ 650 Watt HPS/MV
* 600 Watt LED ~ 1200 Watt HPS/MV
And the veg/flower stage how does that work then ? Is there a dial on the LED lights that you change for the flowering ? Haha I prob' sound like idiot.
