In the beginning the stamps were never made, it was just another way to bust people and yes over tax. Later, much later to avoid a law suite they made just a few that's why they are collectable like unicorns. In the first place you are required to bring the illeagle substance to the court house so they can weight how much you have to buy the stamps. In my states it seems that no one can produce these stamps except for narcotics officers and only when they are on TV telling drug dealers to buy them. When we call the court house about them we are instructed to bring your stuff with you. HA HA.
