Two legal questions.

The first is

Where can I legally grow weed, (any where on earth) I was thinking of a dispensery but I was told that there not allowed to grow. I really want to know because I love growing and I've been doing it since I was 13.

Second question is

I was chilling at a school (2:00 am) and saw a sign that said all tobacco was illegal on grounds, I was wondering if smoking tea was illegal on grounds. It's not tobacco sooo? (I smoke tea because it helps me quit ciggarettes.)

Answer to first question is zero on earth...no place is it "legal".
