If you are serious about growing you need to start doing your homework. Start reading the noob stickies in these forums. See my signature line for example. There are some great background reads. You will yield very little if you don't start learning. These boards are great for help and advice but you need to be educated to take advantage of them.
That is some significant need for 3 people. Sounds like this is more than a personal grow... You want to aim for a fast and continuous harvest. Hydro will give you the fastest results with superior yields. You can increase your production by doing smaller plants with shorter time to flower - you individual yields are smaller by you harvest more often so over all yield is greater. Also, consider using fluros for your veg cycle moving the other light to the flower room.
Finally, given such high penalties, is this really advisable?
