Yep, it's the nature of the beast.

I'm guessing your using something similar to a "Speedster" electronic controller, that varies line frequency. Some fans are better than others, but they will all *buzz* to some extent when throttled down.

If it is really objectionably loud, check to see if there is excessive shaft clearance on the fan. With the fan OFF , see if you can wiggle the impeller around. If it's wobbly, you oughta ask about a replacement.
