...with what you have now. Right now... do you know what 'colour temperature' your tubes are? Bright white? Cool white? Warm white? 'Daylight'/sunlight/plant growth / aquarium thingies? A mix?

Critical.. is it a /high/output/ T5, or a 'normal' one? Gotta know this at de bulb stoah.

Run with it--as is. Just for /now/. Your seedlings or clones ain't gonna be too picky, but if'n I was, fir'instance, in your position, and I had a meager budget t'spend on 6x new bulbs, I might be tempted to run out and buy just /two/ cool white (4100k) ones, and run it with just two bulbs about an inch over yer little ones. Then, when they got a bit bigger, I'd add two more bulbs, but specifically 6500k 'daylight/bright' white ones. Once they were ready to flower, I'd add the last two bulbs in 2700k 'warm' white.

Goes without sayin' that it would be the max wattage bulbs available that would fit yer fixture I'd also git a nice cheapie timer at W@llM4rt for 5-10bux to set it to, say, 18 hours on and six hours off, in a nice white place somewhere...

If you had to run all six bulbs simultaneously, go with 6x cool white to start (trust me on this), 6xbright for 'main veg (or mix 3xcw, 3xbw), and then go all six in 2700k warm for flowering

Just a thought...
