I would recommend at the very least a time release nute or you may be wasting your time.
This is sorta hard to believe, but im sure bee isn't making it up. I would say that given more time it would have budded. It could have just been a sativa with a long flower period, possible with not enough light. But, still even unsure of the light, because the plants will most often do their budding to keep its species alive. Nutes can only enhance your grow, it has nothing to do with stating budding. Light will determine when flowering starts.
